Outpour | Ray and Candace Ward
Mae Sot, Thailand
We are in love with our Creator, we are entranced by who He is, and how His love can reform and redeem a life. We founded our organization as Outpour Movement (now known as Outpour) in the belief that God was calling us to form community, safety, family, livelihoods and discipleship, through the empowerment of locals, refugees, and foreign volunteers in His image.
We are the Ward family, dad Ray, mom Candace along with our daughters Maile and Teanna. Our family has been living in Thailand mostly along the Myanmar border since 2005. Our adventures have been many. We have loved this country with our whole hearts and also had our hearts broken by the brokenness we see around us. We as a family have personally witnessed and participated in the salvation of thousands of souls, given a Christ centered education, as well as rescue and safety to children who have lived in “Refuge” our children’s home, and participated in many hundreds of relief, and educational training efforts in Thailand and Myanmar. We love that our story has brought us into the lives of so many who we have been blessed to walk with for many years. Our staff and ministry partners have become family in the truest sense. We believe that a powerful revival of the gospel will continually sweep across Southeast Asia through the faith and bravery of indigenous ministers.
Outpour exists to empower Kingdom bringers, both foreign and domestic, by facilitating synergy and connection between a variety of programs, projects and initiatives.
We do this by focusing our efforts on a variety of ministries such as: training in specialized job skills and English language, running a family-style home for young refugees, working to amend legal status of stateless abandoned children, and hosting ministers from Myanmar who are preparing to plant churches in unreached areas.
Our particular areas of focus are the guidance of the ministry as a whole, the care of our kids at “Refuge Children’s Home” and the church planting movement of launching indigenous ministers in Myanmar.

- Pray for the gospel to take hold in Thailand and Myanmar.
- Pray for the spiritual and physical health of our family as we pursue God’s will.
- Pray for the continued wisdom and strength to lead our team and guide Outpour’s common vision forward.
- Pray for the favor of our family, staff, ministry partners, church planters, Refuge kids and Outpour community as we cooperate with two governments.
Our Refuge Youth Home is not just a family-style home that has taken in a handful of youth from across our border to create a safe space for them to come and receive an education and set themselves up well for the future. It’s a FAMILY in every sense of the word, and the youth who are there have been each other’s family for most of their adolescent years.
PlahSoe loved his family, and he had so many dreams for each of them. Before his passing, he was just a few months away from graduating high school and was excited to get a full-time job where he could earn more
money to help support the dreams of his siblings. His heart for them was HUGE and he wanted every opportunity for them that they could possibly have. He longed for them to get their identification so they could freely travel outside of Mae Sot like he could. He longed for them to be able to continue their education at University if they desired to keep studying.
He had already personally begun saving for all of these things for them—committed to sowing into the futures of his brothers and sisters. And our desire is to continue carrying that dream.
This legacy fund—set up in PlahSoe’s honor—will help provide continued education opportunities for the rest of the youth and kids at Refuge Youth Home, as well as help them toward getting their identification. It will help set them up well for the future and allow each one to continue pursuing the dreams the Lord has placed on their hearts.

“Prepare to receive babies and children,” the Lord said to our team years ago. Not knowing the extent of what God meant, we have been preparing ever since—learning more about the need in our border town where trafficking of all kinds happens behind closed doors. We believe God is using us to help pave the way for future children to be rescued from the harsh reality of abandonment and the risks that coincide with it.
In February 2020, we located the right piece of land, signed a contract, and placed a down payment. Then, as we began fundraising, Covid hit the world. Yet in the midst of a global pandemic, we saw over $450,000 come in and officially paid for the land in full in June 2021! Only God!
Our land will be a safe space that legally and lovingly protects and advocates for the best interests of vulnerable and at-risk children (0-18), especially those who are stateless. Providing loving foster families, education, training, legal identification, as well as physical, emotional, mental, and spiritual support, the end goal is to see these children reunited with or legally placed in their forever families.
We want to see these children restored to family and family restored to them. We want to see them obtain proper legal identification that will allow them a better and brighter future. And we want to work alongside the governing authorities and court systems of Thailand to eventually see a reversal to the laws set in place. We long to see a nation transformed and see statelessness eradicated!
“That they may be called trees of righteousness, the planting of the Lord that He may be glorified. And they shall rebuild the old ruins. They shall raise up the former desolations. And they shall repair the ruined cities, the desolations of many generations.”
-Isaiah 61:3-4
As we’ve been constructing our multipurpose building on our Safe Home Land and preparing to move from our current rented spaces in town to our new location, we are in need of an additional separate storage building/tool workshop to help keep our multipurpose building functional for its intended purposes.
The building specs will include:
-A 10x10 meter basic cement storage building with roof
-Supplies for creating all the needed shelving within the space
-Gravel for extending a road from our parking area to the building
-A cement slabbed workspace area outside the building entryway & a covered awning to serve as a space for our welding table & other tools/workshop materials
-Flooring, electrical, etc. costs for the unit
This campaign will also help provide funds for the following:
-CAD designs floor planner program—so that we can begin working on the designs of our next builds
-Help with supplementing some of the salaries for our security staff on the land
*Please note: the graphic above is merely a mock-up and not the final intended product.
This building is essential for us to be able to fully move from our current rented spaces. Once this storage building construction is completed, we will fully be able to turn our attention to preparing for the next builds which will include the first of our Safe Homes.
